Emerson East Neighborhood Association – Council Meeting

Approval of February 2007 minutes: Motion by Brian Spindel. Second by Cynthia Burns. Carried.
Approval of February 2007 treasurer's report: Motion by Cynthia Burns. Second by Ryan Helgeson. Carried.
EINPC Report: By Jeff Burkhart and Karen von Huene. Progress is being made in the reorganization of the new leadership council. EINPC asked EENA to identify objectives what they will/could do for us. Past involvement on EINPC is: East Washington reconstruction, Union Corners, Worthington Park Project. The city put their grant funding on hold until they see progress.
Committee Reports:
Newsletter: By Ryan Helgeson for Debbie Aguado. Profit was made for the March issue. Help is needed for ad sales. Offers were made to add articles to be held as “fill”. Size of the paper was discusses – went with a larger/taller sheet to accommodate for inserts. Also allows the newsletter to stay at 12 pages which keeps printing cost down.
Crime and Safety Team: By Ryan Helgeson. Neighborhood Watch was discussed and a meeting will be set up with MPD to have some questions answered, become more organized. Will check to see if there is another neighborhood in our area that has implemented the Neighborhood Watch program to see how they got started. Bulb rebate was discussed – MG&E will give EENA $2 for each “Cash Back Reward” mailed in. More people are shoveling since the city has been ticketing people for not doing so within the allotted timeframe.
Transportation: By Peter Rafferty. Discussed increased traffic the whole area will see with the reconstruction of East Washington - East Johnson and Sixth streets will be hit the hardest. Further discussion about asking the city for speed bumps or stop lights (temporary) for the duration of the construction project. John will talk to Safe Madison Coalition for “Slow Down” signs. Concerns were raised about slowing traffic down around the schools.
Membership Development: Karen von Huene. Discussed committee thoughts on how to build membership and how to get information out to people. Can print out membership form on web site. Table top display to be put out at meetings, events, etc. Membership cards offering discounts to members who shop at designated businesses. Will publish list of members in each issue of the paper.
Community Development: By John Koch. Talked about the Union Corners timeline.
Parks and Gardens: By Lily Hoyer-Winfield. Discussed Demetral upkeep. Earth Day Clean Up. Bird and Bat houses will be going up sometime this spring. Grant discussed which will be used for signs about the bat houses. May have a landscaper advise EENA about what to do with the berms at Demetral.

EINPC Report: By Lily Hoyer-Winfield. EINPC is in the process of regrouping and are scaling back for the mean time. Questions were asked about what the purpose is of EINPC and what do/will they do for EENA. Article coming from Ben about EINPC. Possible insert coming from EINPC – no charge for stuffing the inserts unless they choose stuff them.
Committee Reports:
Newsletter: By Debbie Aguado. Donation from Madison Development that will go toward printing costs. Will run thank you in the March issue. Lily mentioned sending a thank you note. Needs help with advertising sales. Next newsletter meeting will be only for ad sales training. Discussed larger format. The paper is available on the stands at: Nilda Chocolate, Milio’s, Sandlot, Willy Street Co-op, 2 laundromats, Hawthorn Library,
Crime and Safety Team: By Ryan Helgeson. Working with Focus on Energy on fluorescent light bulb rebate - $2 off each bulb up to 12 bulbs can be purchased. MG&E will then give CST $2 for each rebate handed in. Discussed possibility of starting a Neighborhood Watch Program through EENA vs. a private person or different group starting it. One goal is to show the neighborhood which phone number should be used for an emergency and which should be used in a non-emergency.
Transportation: By Peter Rafferty. East Washington reconstruction was discussed. Neighborhood Transportation Program – where traffic calming device requests are made. Crash history has to be researched.
Membership Development: Karen von Huene. Discussed committee thoughts on how to build membership and how to get information out to people. Can print out membership form on web site. Community Development: By John Koch. Looking into the way the Marquette neighborhood works.
Parks and Gardens: By Lily Hoyer-Winfield. Discussed Earth Day clean up sometime this spring. Called parks dept. about their role with Demetral. They are getting more parks but fewer people to keep them up.
New Business:
Western boundary confirmation: All agreed to take on the extra area. John was going to check further into the boundary details.
Neighborhood Grand Program: All are interested in brainstorming it further.
By-Laws revision and timeline:
Spring Events, parties, meeting: Earth Day clean-up was discussed.
Procedures manual and area rep responsibilities:
Meeting guests policy: Maybe put time limit on guest speakers. One guest speaker each meeting max. Sponsor one day of speakers on a Saturday
Other Discussions:
Lily will be moving out of the EENA area sometime this summer.
Will run ad for area rep to replace Lily and to help Peter. Will also all more than 2 area reps for each area.

Speakers:
Jan Miuasaki from Project Respect and their work to get prostitutes off the street. Also how “Johns” need to be targeted as well.
Jim Wold from Eken Park Neighborhood Association (EPNA). Wold discussed EPNAs work they did to eliminate prostitution on North Street and asked for EENAs help with the issue in the form of walks. He also informed EENA of a citizen observer training offered by the MPD.
Issues also discussed by Wold:
Letter from MPD regarding autos being seen in the area.
Combined letter from all area neighborhood associations RE businesses that have a concentrated number of people loitering.

Old Business:
By laws meeting on 1.27.07 at 11 am: Discussed tabling the bylaw items that were tabled at the October 2006 meeting. Also discussed: Forming committees and how the by laws state that council members can not be committee chairs.
District 12 City Council Q&A session on 1.13.06: Jeff will sit in for John as he is out of town, EENAs donation of chips to the event.
East Washington reconstruction meeting: Will try to get an update meeting scheduled for residents sometime in March.

Deb, Ryan, and John? Need to write up committee descriptions/scopes, all others are done.
In the future each committee will have a write up of their progress to present.
New Business:
Spring Party:
Lily: Earth Day 3.21.07 East High does clean up the neighborhood.
Lily: Neighborhood Flea Market at Demetral – one in the spring and one in the fall. Kathy Lang brought up fees from the city which are sometimes waived for non-profit. Maybe call it a Swam Meet to avoid fees.
Block Party May 6th. Kathy Lang mentioned permits are needed. Sue Hart said money was collected in the past for block parties – she organized one for 2nd street.
Yahoo group policy: Ryan discussed a disclaimer for the site that can be posted. Regulation was discusses – who will watch over it? Possibly send out etiquette reminders for the site. Ryan offered to put together a sample disclaimer. Kathy Lang was going to send one for a site she is currently on – will have it ready for the next meeting.
Responses to media requests: Prompted by Channel 27 about issues in our neighborhood we may need help with. Suggestions: East High School, trash at PDQ and within the neighborhood. John was going to contact PDQ.
Other Discussions:
Barb Vedder mentioned how she will make it to as many of our meetings as possible but there is often a conflict with other meetings.
Yearly donation to Bashford Church from EENA as well as people who attend the meetings often bring food donations and leave them for the church.
